Howard County Council introduces $5.345M property acquisition transfer, bond authorizations and HUD Section 108 housing loan measure

The administrator also read two bond‑authorization bills: Council Bill 1 would authorize Howard County to borrow up to $2,445,000 to pay costs of a capital project described in the FY2025 capital budget; Council Bill 2 would authorize borrowing up to $2,500,000 for a separate capital project. Both bills, the administrator said, permit the county to issue bonds or enter installment agreements and levy taxes as needed to pay debt service.
Council Bill 3, read next, would approve a multi‑year contract and related loan documents with the U.S. Department of Housing and Urban Development for Section 108 loan guarantee assistance to support creation and preservation of affordable housing and two development projects with Enterprise Community Development, Inc. The administrator said the bill identifies collateral for the loan and authorizes the county executive to execute the contract under certain conditions.
TAO 02/2025 would transfer $2,500,000 from various school system capital projects to capital project E1038 (planning and design) to fund two capital‑needs studies, according to the administrator.
The measures were introduced for further consideration; the administrator noted a hybrid public hearing on the legislation would be held Tuesday, 01/21/2025 at 7:00 p.m., with testimony available in person or via Webex. Miss Walsh opened and closed the session and adjourned after the introductions.
The session did not include recorded votes or formal adoption of the items; the council administrator read the texts and identified next procedural steps, including the public hearing date and a potential work session on Monday, 01/27/2025 at 9:30 a.m.
