Council committee backs sidewalk replacement contract and discusses ODOT sign-replacement cost

The City of Greene's Transportation, Connectivity & Stormwater committee recommended moving forward with the 2024 sidewalk replacement program contract and discussed a related state contract to replace signs on State Route 241.
Council said the city would award the sidewalk contract (2024-R-48) to Joseph A. Jeffries Co., the low bidder for the 2024 pilot program. The project includes approximately 15,104 square feet of sidewalk slabs and grinding of around 50 tree stumps; three bids were received and the low bid was roughly $65,000 against an engineers estimate near $61,009. Service Director Valerie Waxcar said crews have identified all locations and that the program may absorb a few additional slabs that meet the two-inch threshold if residents self-report, but that added work will be priced by engineering and handled through the contractor rather than returning to council. She noted a statutory waiting period: letters were mailed Aug. 5, so construction cannot start until Nov. 5 and a preconstruction meeting is planned for Nov. 6.
Waxcar also raised tree-replacement communications: the city plans to waive permit fees for residents who want the city to replace trees removed in the right-of-way, will have the urban forester review sites, and will seek grant funds to support a tree-replacement program.
Separately, the committee discussed 2024-R-57, authorization to enter a contract with the Ohio Department of Transportation for sign replacement coincident with ODOTs planned Maslin Road resurfacing. ODOT representative Mister Sioka told the committee the city must pay the difference for special black-backed sign sheeting the city requests; the estimate for that incremental cost was around $5,000. Committee members said a prior resolution had established intent and the current legislation is to enter the actual contract.
What happens next: The committee recommended the sidewalk contract be advanced for council action and left the ODOT sign-replacement contract scheduled for second-reading consideration.
