Planning committee reviews Stony Creek Phase 4 plat, explains Spring Hill grading and upcoming ODOT widening

The Planning, Community & Economic Development committee reviewed a final plat and performance bond for Stony Creek Estates Phase 4 and heard an update on other nearby development activity, including grading at Spring Hill Phase 6.
Chair Mister Noble turned the discussion over to Mr. Wheatley, who described Stony Creek Phase 4 as 31 single-family lots on about 22 acres that extend Timber Creek Circle and dedicate Flagstone and Fox Ridge Drives, preserving roughly 7.3 acres of open space. Planning and Zoning previously approved the plat; Noble told the committee the performance bond amount is $1,585,306.73.
Committee members asked whether the builder would change under the new developer; Wheatley said a new developer from Beechwood had joined and that some prior issues—including a sanitary-sewer pump-station problem cleared with the Summit County sanitary department—were resolved. "It's yet to be seen," he said about whether the builder will change, but noted the prior developer had exclusive rights earlier in the project.
Councillors raised whether the additional phase had been included in school-projection analyses. Wheatley said the lot projections were provided to school planners as part of their state funding requests and that the development has been on the books since about 2005, so projected lots were available to the school system.
The committee also heard a presentation about extensive earthmoving visible to residents near Arlington Road and the Southwood extension related to Spring Hill Phase 6 and the "villas" area. Mister Weathy and others said grading is occurring to create building pads and level lots so potential future users can evaluate sites; no formal construction plans north of Southwood have been filed yet. Officials said standard permitting and monitoring (including stormwater and notice-of-intent requirements) are in place.
Separately, an ODOT representative told the committee the South Arlington widening project is slated for fiscal 2026.
What happens next: The Stony Creek Phase 4 plat remains on second reading; Noble said he will request time at the regular meeting for 2024-R-55.
