Finance Committee Chair Mister Neugebauer said the ambulance purchase (2024-R-49) is being funded entirely from ambulance-billing funds. He told the committee the manufacturer lead time is now 36 months, prompting the city to authorize funds early so construction of the unit can begin. "We are appropriating through this legislation $340,000, for the estimated purchase price of $339,087," Neugebauer said.
Treasury/finance staff Mr. Schmidt walked the committee through 2024-R-56, a multi-fund amendment that requests $944,782 in additional appropriations. Schmidt said roughly 80 percent of the total, $745,569, comes from federal grant dollars. Major items include $115,400 in the general fund (about $100,000 to replenish law-department legal fees tied to an eminent-domain matter paid in 2024), $127,109.06 for street construction and maintenance (including $300,000 in engineering costs tied to the Mayfair/Mount Pleasant roundabout), and $70,000 in local funds for a South Wood right-of-way acquisition (with a federal portion of $280,000 for the project).
Schmidt also said the city is recording a $341,821.94 federal grant giveback from the Massillon Road South project that reduces the city's local share in the street-construction budget. "Eighty-twenty split," he said of the federal/local share for the Arlington Road right-of-way acquisition.
Neugebauer told the committee the tax-rate certification resolution (2024-R-53) — part of routine annual business — sets the citys levy at 2.4 mills, a rate the council has maintained since 2006. He and other members discussed suspending the three-reading rule to consider 2024-R-53 and 2024-R-54 (a county advance of collected taxes) for earlier disposition at the regular meeting.
The committee recorded unanimous concurrence to bring the ambulance resolution to a vote at the full council meeting. No final council votes on the appropriation amendments were recorded in committee; Schmidt said he expects further refinements before third reading.
What happens next: The committee recommended the ambulance resolution be certified for a council vote this evening and flagged 2024-R-56 for additional review before its next reading.
