Middletown WPCA approves two customer billing adjustments, tables Metro Square payment plan

The Middletown Water Pollution Control Authority approved two customer billing adjustments and tabled a recommendation to place a commercial property on a long-term payment plan.

Chairman Brian Gardner led the board through routine business and called for a vote to approve the minutes from the prior meeting; the motion passed unanimously (the transcript does not record a mover or seconder).

On agenda item 5.1, staff recommended and the board approved a credit for 801 Steve Longo Road: a water credit of $63.89 and a sewer credit of $135.06. "It's working properly," staff said after field checks; the board approved the adjustment unanimously.

On agenda item 5.2, staff recommended a rebate for 9 Russell Ford based on a three-month average; the board approved a water rebate of $124.68 and a sewer rebate of $239.12.

On agenda item 5.3, the board reviewed a long-outstanding account at Metro Square. According to a director's memo read into the record, the property had a prior payment in 2016 of $11,581.84 leaving an older balance, interest accrued, and a current amount due stated as $26,314.29. Staff proposed allowing Metro Square to enter a payment plan of 50% immediately ($13,157.50) followed by six monthly payments of $2,192.85. Board members asked for more background on prior payments, interest and lien history and voted to table the matter to the next regular meeting so staff can provide additional documentation.

Chairman Gardner closed the meeting after acknowledging staff contributions and calling for adjournment; the meeting adjourned by voice vote.
