Committee hears surprise closure of evening reporting center and presses state for funding clarity

Committee members used the Collaboration Council redesignation hearing to press officials on the sudden closure of the county's evening reporting center (ERC) and broader risks from state funding uncertainty.

Elijah Wheeler, executive director of the Collaboration Council, told the committee the ERC's closure "came as an absolute shock and surprise to us" because it occurred two weeks into the new fiscal year when expected state funding did not materialize. Wheeler said the council had entered lease negotiations and planned to continue services but was left uncertain when payments did not come through.

Wheeler said the council has since been in discussions with the Department of Juvenile Services and with colleagues in other counties that experienced similar disruptions. He described recent written assurances that funding would come but said he would not consider the matter settled "until the check clears." Wheeler added the council had recently received payment for some work done and said the ERC may reopen in a "reenvisioned kind of way," but he did not provide a timetable or confirmed funding amounts.

Council members urged aggressive advocacy and suggested county actions to stabilize programs, including offering low-cost space to pilot initiatives so nonprofits can demonstrate proof of concept to private funders. Council member Lutke emphasized that transportation, school overcrowding and other Up County infrastructure gaps make local services more urgent in the identified communities.
