Livingston County nursing home approves travel-nurse contracts and reports OMIG audit dispute

The Livingston County Center for Nursing and Rehabilitation (CNR) won committee approval for two supplemental-staffing contracts and briefed supervisors on occupancy, equipment needs and an ongoing audit dispute.

Samontra Spencer, representing the CNR, asked the committee to authorize contracts with SHC Services, Inc. (dba Supplemental Health Care) and Trustaff Travel Nurses for RN, LPN and CNA supplemental staffing (terms 8/1/26–7/31/27 and 9/1/26–8/31/27, respectively). The committee approved the authorizations on a motion by Mr. Wester, seconded by Mr. Davis.

Spencer reported operational statistics: as of June 22 the facility had 249 residents in-house and four hospitalized residents, yielding a June occupancy of 94.8% and a year-to-date occupancy of 96.7%. The CNR’s cash reserves were reported at $484,371.44. Staff said the facility is applying for grant funding to purchase 19 new suction machines to increase equipment coverage for emergencies.

Spencer also summarized a Performant (OMIG) audit covering March 1, 2020–Dec. 31, 2024. The audit identified 420 overpayment claims totaling $955,461.21. The facility has disputed $953,550.02 (396 claims) and agreed to $1,911.19 (24 claims); an appeal was submitted on Dec. 8, 2025. No final recovery or repayment schedule was recorded in the meeting minutes; facility leadership characterized the matter as under appeal.

Finance deputy Denine Scott presented financial reporting information during the CNR update. Supervisors received notice of recruitment efforts for leadership roles (Deputy Director of Long-Term Care) and continuing staff-training pipelines, including CNA trainee classes and scheduled testing in July.

The committee did not record a roll-call vote tally for the staffing contracts; minutes state the motions were carried.
