Newell council approves leveling and seal coat on East Chaney after water-main break

The Newell City Council voted March 2 to proceed with a hot-mix level coat and seal coat on East Chaney, following a presentation from Public Works Manager Doug Lange about recent water and wastewater system activity and a severe break on a 6-inch cast main.
Lange reported the utility system pumped about 3,020,000 gallons of clean water in the reporting period (an average of roughly 107,000 gallons per day) and treated about 3,014,000 gallons of wastewater (about 118,000 gpd). He said repair crews completed the main repair under difficult conditions without a full loss of service or the need to issue a boil-water advisory.
Lange presented two options for East Chaney: a leveling and seal coat estimated at about $80,000, or a full 3-inch asphalt overlay estimated around $160,000. He recommended the leveling and seal coat as the most cost-effective way to extend the street’s usable life whether or not it remains a designated truck route. Council Member Bill Henrich moved to authorize the hot-mix level coat and seal coat per the contractor’s plan; Quinten Robinson seconded and the motion carried with all ayes.
The council also instructed Lange to inspect and clean storm drains at the location of a drainage complaint raised by resident J. Miller and discussed advertising for an additional full-time public works employee to overlap with Lange ahead of his retirement eligibility under IPERS. Lange told the council he would begin Cross’s water treatment licensure process if Cross passes a pending wastewater exam expected within 20–30 days.
Implementation steps include scheduling the East Chaney work under the street-improvement plan and posting the public-works job using the current job description. The council did not amend the five-year street fund plan during the meeting.
