Horry County Council approves multiple zoning and land‑use measures, dissolves special‑purpose district

Council moved ordinances 38 and 39 to second reading and public hearing to change the Imagine 2040 comprehensive plan future land-use designation for a listed PIN from residential to commercial agriculture. The council also approved Ordinance 48 to dissolve the Eagle Trace Special Purpose Tax District, a district originally enacted by Ordinance 142-2024.
On zoning, council passed Ordinance 117 (2025) on third reading, which amends Articles 2 and 3 of the county zoning ordinance related to planned development districts. Council debated Ordinance 23 (amending landscape buffer and tree preservation standards); a motion to defer the second reading failed, and the council approved Ordinance 23 as amended.
The council took first readings on several rezoning requests: Ordinance 51 to rezone PIN 46906040008 to convenience and auto-related services, Ordinance 52 to rezone a 1.99-acre portion of a PIN to Residential SF-20, and Ordinance 57 (to rezone PIN 25200000051) was withdrawn by the applicant. Following discussion of procedural options, the council recorded a motion result that concluded the withdrawn item would not be approved.
