Horry County Council adopts FY2027 budget, approves amendments including Little River waterfront funding

Horry County Council on third reading adopted Ordinance 28, the county’s fiscal year 2027 budget, after approving a package of amendments that included funds for design and study of a C&D (construction and demolition) transfer station and restoration of capital funding for the Little River waterfront project.
The public hearing on the budget included testimony from Monica Whalen, a staff attorney with the South Carolina Environmental Law Project, who said the amendment shifts dollars “for studies and designs on the C and D transfer station in lieu of funding for construction of the previously proposed expansion of the landfill.” Whalen also urged the county to direct the Solid Waste Authority to prepare recommendations that could include a mandatory recycling program and quarterly progress reports, including water-quality testing.
Council discussion touched on capital project allocations and local priorities. “I just wanted to take a moment to say thank you to all 11 of you guys and staff, for working with me over the last 3 and a half years to bring back the $7,000,000 to the Little River Waterfront,” Council member Dr. Dukes said during debate, thanking colleagues and staff for restoring the funding.
After council members confirmed that capital projects such as the Little River Waterfront project, a Rural Civic Center and a natatorium were included in the packet, the council voted to adopt the amendments and then approved the budget as amended. The record shows the final vote on the original motion as amended was 11 in favor and 1 opposed.
The budget ordinance takes effect according to the administrative schedule in the adopted ordinance; council members did not record additional conditions or follow-up tasks in the public debate. The Solid Waste Authority was directed by the amendment to report progress quarterly on the C&D transfer station planning and related disposal and water-quality testing efforts.
