Police say new Forbidden Llama owners put on notice after recent fights

Police department representative said the new owner is "Miguel Palacios" and the new permitee is "Alondra Barbosa," and that city police, fire marshals and other officials met Dec. 24 with the new operators to set expectations. "They've been put on notice now," the representative said, and staff said enforcement action will be taken going forward if violations continue.
The exchange highlighted competing enforcement tools. The chair noted zoning limits on nightclub operations, saying, "a nightclub's not allowed under zoning," and committee members asked whether liquor permit conditions (for example, restricting DJs) could be used to encourage the business to operate more as a restaurant than a club. Code enforcement staff agreed to share contact information for Liquor Commission contacts and follow up with the permitting office.
The committee also confirmed the outcome of a recent citation hearing for 20 White Street: a blight fine of about $6,300 was levied and a blight lien has been recorded against the property, the chair said. Staff described the lien as having "super priority over everything except for municipal taxes," and said the property owner has started remediation efforts.
Other items on the agenda drew routine updates. The fire department reported Stonegate Apartments met required inspections for the year, and the health department said weather-related leaks were addressed on an individual basis; the committee agreed to remove Stonegate from the active agenda unless new issues arise. Department of Land Use said fencing had been installed to secure an open foundation at 52 North Main Street and that no active orders remain; staff will continue to monitor.
The committee did not take new votes beyond routine motions to approve the minutes and to adjourn. Members directed staff to continue interagency follow-up on the Forbidden Llama, to pass Liquor Commission contact information to relevant enforcement staff, and to report back if enforcement actions are needed.
