Economic development staff requested council authorization to accept a $1.5 million award from the State of California Governor’s Office of Business and Economic Development (GO-Biz) to support neighborhood special events for fiscal years 2025–27. Alex Southard, Small Business Engagement Specialist, said the award will be administered by the BID Alliance, with base allocations for each bid management organization and grant opportunities for non-BID neighborhood business organizations.
"This funding aims to support the organization and execution of events that drive economic activity, foster community engagement, and promote local culture and creativity," Southard said. He added the state advanced $750,000 in each of the first two fiscal years and the BID Alliance would receive a small administrative allocation.
Public commenters asked about evaluation and accountability. Lori Saldana asked how the city will ensure funds are spent to benefit communities and requested monitoring measures. Staff said they will work with the BID Alliance and conduct oversight on an ongoing or quarterly basis to ensure funds are spent according to state requirements.
The council moved and seconded approval; the motion passed unanimously 7–0 with Council Members Von Wilpert and Moreno absent. The mayor is authorized to negotiate and accept the award and the Chief Financial Officer is authorized to expend funds on a fully executed agreement.
