Committee receives updates on riverfront master plan, Harbor Drive project, tenant arrears and Beeman Triangle nomination

Staff told the committee that consultants have been selected to provide cost estimating and engineering support for the Riverfront Master Plan; those selections are pending concurrence from the Connecticut Department of Economic and Community Development (DEC) for a $12,000,000 CIF grant that would fund portions of the work.
On the 80 Harbor Drive project, staff said the project recently received a zoning variance and is ‘‘very close’’ to completion; once remaining items are finished the city can issue a certificate of occupancy, staff said.
Committee members discussed a tenant at 131 River Road who is behind on payments ‘‘a little bit more than $10,000’’ but has made payments and agreed to pay $1,000 a month, according to staff; the committee asked staff to confirm the payment plan and continue outreach while factoring long-term redevelopment goals for waterfront parcels.
Finally, staff reported that the Beeman Triangle nomination was submitted to the State Historic Preservation Office (SHPO), which returned comments; staff said the finalized report will be reviewed by SHPO in early September and, if approved, will move to the National Park Service for federal review.
Next steps include DEC concurrence on consultant selection for the riverfront plan, final site work and issuance of a certificate of occupancy at Harbor Drive when complete, ongoing monitoring of the tenant repayment plan, and follow-up with SHPO on the Beeman Triangle nomination.
