Staff reports sampling and wetland violation; working group to review Danbury regulations June 2

At the May 28 meeting staff provided enforcement updates and the commission received a working-group status report on regulation changes for Danbury.
Staff member Larry said contractors will perform sediment sampling at the Franklin Street site; the record includes references to service attempts and a possible sheriff-served notice if required. Larry also described a new violation at 18 Spruce Mountain: an inspection by health and zoning staff documented unauthorized work in a wetland (a patio, a footbridge and grading). The property owner has retained a soil scientist to flag and locate wetlands and will work with staff on restoration options.
Committee member Beth updated the commission on the regulation-revision working group and said there will be another meeting on Monday, June 2 at 4 p.m. She told commissioners the working group recommends keeping fees in the regulations rather than moving them into an ordinance and asked members to read the materials Larry circulated (current regulations, 2006 model ordinances, and the proposed regulation changes) before the next meeting so staff can prepare an evaluation of differences.
The commission did not take formal action on these enforcement items at the session; staff will follow up on sampling logistics, restoration planning for the wetland violation, and the working-group materials ahead of the June 2 meeting.
