Planning commission issues positive referrals on music center lease, Elwell Place water main and library leases

The second referral was a request to extend an existing water main on Elwell Place to reach a small parcel owned by Nova Construction Management LLC; staff described the parcel as roughly 6,500 square feet in the R-3 zone, within the water-service area, and recommended approval with standard conditions. The third referral covered library leases: converting an existing license to a two-year lease for Danbury Hackerspace and a separate two-year lease for the New American Dream Center using existing library space; staff supported these referrals.
Commissioners moved and approved positive referrals for all three items without extended debate. Representative notes: commissioners asked routine clarifying questions (location of Elwell Place relative to Ellsworth School and Worcester Cemetery and details of the hackerspace mission) and staff provided background on the uses.
Ending: All three referrals were approved as positive for City Council consideration; corporation counsel review was recommended where appropriate and staff will proceed with standard conditions.
