Council approves Meriden continuity plan and asks staff to draft solicitor-permit ordinance

The council voted to approve an intermunicipal continuity-of-operations agreement with Meriden after agency staff (S6) described the arrangement: if either municipality must relocate operations, the partner will accept temporary responsibilities such as holding prisoners, transporting and feeding detainees, and handling booking procedures in accordance with the written plan. Staff said the agreement is part of accreditation continuity requirements and that city legal counsel had reviewed the draft.
Separately, Police Chief (S5) proposed drafting an ordinance to require door-to-door solicitors to carry a city-issued permit or identification to help residents verify permitted vendors and deter fraudulent contractors. He said the Better Business Bureau supports the concept and that staff will prepare ordinance language for a future meeting.
Council members voted in favor of both the Meriden agreement and the directive to draft a solicitor/door-to-door permit ordinance. Staff were asked to return with proposed ordinance language and any administrative impacts on city staffing.
