Board hears committee and commissioner updates; Banking commissioner notes summit and staff promotion

The State Board of Financial Institutions received committee and commissioner updates on Feb. 4, 2026, at its meeting in Columbia and on WebEx.
Budget and Operations Committee Chair W. Donald Pennington reported the committee met on Jan. 28, 2026. Pennington said Commissioners Kathy Bickham (Banking) and Ron Bodvake (Consumer Finance) highlighted items from their divisions’ Quarterly Operating Expense Reports and described changes to their divisions’ organizational charts. Pennington said the next Budget and Operations Committee meeting is scheduled for May 19, 2026.
Commissioner Ron Bodvake provided a snapshot report on renewals and a statewide summary of activity, monthly division statistics, recently approved consumer licensees and a list of check-cashing site visits.
Commissioner Kathy Bickham told the Board the Banking Division will co-host the Carolinas Bank Directors and Executives Summit with state banking associations and the North Carolina Office of the Commissioner of Banks in March. Bickham also said Senior Examiner Thom Powers completed the Department of Human Resources Supervisory Practices Course and that Patrick Kichline was promoted to Examiner III effective Oct. 17, 2025. Bickham noted one recent action taken under delegated authority but did not provide details in the public minutes.
The Board moved from these updates into an executive session later in the meeting to review requests by regulated entities and receive legal advice.
