The State Board of Financial Institutions voted Feb. 4, 2026, to approve two bank branch applications and one credit-union branch closure following an executive session held at the Wade Hampton Building and via WebEx.
On a motion by Thomas Bouchette, seconded by Justin Strickland, the Board approved United Community Bank’s application to establish a branch at the address listed in the application as 58805884 Sunset Drive, South Miami, Florida. The approval was made "subject to any conditions provided by the Commissioner of Banking in Executive Session," according to the meeting record.
On a motion by W. Donald Pennington, seconded by Justin Strickland, the Board approved Southern First Bank’s application to establish a branch at 200 E. Chatham Street, Cary, North Carolina, also subject to any conditions provided by the Commissioner of Banking.
On a motion by Justin Strickland, seconded by W. Donald Pennington, the Board approved Curis Financial Credit Union’s request to close its branch at 200 Fleetwood Drive, Easley, South Carolina, again subject to any conditions provided by the Commissioner of Banking.
General Counsel Shawn Eubanks told the Board it entered executive session to review requests by regulated entities and to receive legal advice; the Board later voted to end the executive session and the Chairman stated no votes were taken while in executive session except the vote to exit. The meeting record does not include a roll-call vote tally for the three actions; it records only that the Board "voted to approve" each item.
The Board did not specify in the open-record minutes what conditions, if any, the Commissioner of Banking provided in executive session. The Board’s next meeting is scheduled for April 1, 2026; the Chairman also reminded members that 2026 Statements of Economic Interest must be filed on the State Ethics Commission website by March 30, 2026.
