The Berkeley City Council on June 30 approved issuance of tax and revenue anticipation notes for fiscal year 2026–27, a routine annual borrowing that helps the city bridge timing gaps between expenses and incoming property-tax revenues.
Finance staff explained the purpose of the notes: to borrow short-term funds to pay obligations until property-tax receipts are collected later in the fiscal year. “We’re just asking you for your approval to borrow these funds as a bridge until we get property tax,” Finance staff told the council.
Council took roll call and approved the request; all present members voted in favor and Councilmember Bartlett was absent. The vote was described as a standard municipal finance step to ensure cashflow and the city’s continued ability to pay invoices before receipts arrive.
