Committees review $3.03M roundabout cost-share, Masslin Road resurfacing and other transportation work

The Transportation, Connectivity and Stormwater Committee reviewed several infrastructure items that the administration and committee chairs will move to the regular council meeting for further action.
Committee members discussed Resolution 2025-R14, a cost-sharing agreement with Jackson Township for the Mount Pleasant Street/Arlington Road roundabout (PID 118287). Staff and council described the project as roughly a $3.03 million undertaking driven in part by bridge reconstruction at the intersection; the city and Jackson Township will split the local share 50/50. Construction was tentatively mentioned for 2027 or 2028.
The committee also reviewed resurfacing funds for Maslin Road (Resolution 2025-R13). Staff said the city originally budgeted $460,000 and is proposing an additional $185,000 to meet an estimated total cost of $619,944 for resurfacing the stated state route. The resolution includes an emergency declaration and cooperation with the state director of transportation.
On speed limits (Resolution 2025-R15), staff explained that driveway spacing and traffic data affect how ODOT sets prima facie speed limits along Maslin Road; members discussed whether to seek continuity by extending a 40-mph zone and agreed there was little urgency to force a quick change without additional coordination with the district office.
Separately, staff described the annual pavement-marking contract (Resolution 2025-R16). The base bid plus the alternate totaled $161,617.40; with a 10% contingency the appropriation discussed was $177,779.14. The committee placed these items on the record for council consideration.
Members also asked about the South Main Street Hawk crosswalk activation; staff said Ohio Edison must finish power work and the crossing could be enabled within weeks. Council requested outreach and educational materials for residents ahead of opening.
