Ivins — At its Feb. 19 meeting the Ivins City Council approved two development items: a Class‑V conditional use permit and development agreement for the Aventura townhome project (Rosenberg Associates/Aventura Ivins LLC) and an amendment to the previously approved Solterra development agreement adjusting setback standards.
For Aventura, the applicant presented revised plans showing 4‑ and 5‑bedroom units and committed to a set of conditions focused on nightly‑rental management, guest occupancy tracking, trash and parking plans, fire access, and coordination with city design guidelines. Council and staff agreed many of the suggested conditions could be implemented in the development agreement or the CUP; the applicant said some items were CC&R/HOA matters. The council and the applicant negotiated occupancy limits for nightly rentals and agreed on a formulaic limit approach tied to bedrooms and fire‑safety inspections; staff emphasized annual inspections and fire‑code requirements (sprinklers required if occupancy exceeds fire‑code thresholds).
The council moved to approve the Aventura conditional use permit and development agreement with recommended amendments; the motion passed by voice vote.
Separately the council approved Solterra’s request to amend front‑yard and side‑yard setbacks so residences may be moved forward (up to 15 feet for residences) with garages located at 20 feet and some larger parking stalls (XL) added. The applicant said the change would allow design flexibility to reduce visible garage faces and add screening walls for service areas.
Both approvals included direction that staff and legal reconcile code references, ensure design‑guideline consistency, and finalize exhibit attachments (removing references to non‑Ivins properties where necessary).
