High Bridge — At its April 11 meeting the High Bridge Borough Council approved a multi-item consent agenda, adopted a construction-records ordinance and introduced the municipal budget and a capital improvements ordinance.
The consent agenda (Resolutions 136 and 138–143) passed unanimously. Resolution 137, approving additional employment, prompted discussion after Administrator Brett Bartman and Borough Attorney Barry Goodman explained the administrator’s part-time job is not a conflict but requires council approval; the council approved the resolution on a roll call vote. Councilwoman Ferry noted the title of the posted resolution differed from the agenda entry.
CFO Michael Pitts presented the 2024 budget introduction, describing a total budget figure of about $10 million which includes grant funds. The council voted to introduce the budget (the agenda lists the action as Resolution 144-2024; the meeting motion referenced 141-2024 in the transcript) by a 4–2 roll call with Councilwoman Ferry and Councilwoman Matos recorded as the no votes; Ferry said she had limited time to review recently received budget information.
The council also opened and closed the public hearing for Ordinance 2024-011, amending Borough Code Chapter 147 on construction records clearance; Clerk Adam Young explained the ordinance’s intent and it was adopted unanimously. Council introduced Ordinance 2024-012, a capital improvement ordinance addressing Center Street and various road improvements, and ordered publication with a public hearing scheduled for April 24, 2024.
The council approved the bill list totaling $426,168.67 on a roll-call vote. Clerk Adam Young confirmed the budget presentation materials would be posted the following morning.
The council adjourned and scheduled the next regular meeting for April 24, 2024 at 7:30 p.m. at the Fire House, 7 Maryland Ave., High Bridge.
