High Bridge council adopts salary ordinance, approves consent agenda and appointments

The High Bridge Borough Council on Jan. 25 adopted Ordinance 2024-001, which establishes salary and wage ranges for 2024, after a public hearing in which Mayor Michele Lee and Administrator Brett Bartman described the ordinance's intent. The council opened and closed the hearing and adopted the ordinance on a recorded roll call vote (motion by Councilman Curtis Nowell; second by Councilman Christopher Graham). The adoption was recorded as six yes votes.
Council approved a consent agenda of routine matters by motion (Ferry/Nowell). The consent items included: acceptance of the construction official's resignation (Resolution 072-2024); acceptance of a 2023 county historic preservation grant (Resolution 073-2024); amendments to golf rates (Resolution 074-2024); permits and road-closure approval for the Soap Box Derby on Main Street (Resolution 075-2024); approvals for the Grounds For Arts and Paint-Out events (Resolutions 076–077); a cancellation and refund for a veteran tax exemption (Resolution 078-2024); an NJIB note form and sale resolution (Resolution 079-2024); The Bridge newsletter advertising rates (Resolution 080-2024); and updated boards and committees (Resolution 081-2024). The consent agenda (Resolutions 072–081) passed on roll call.
Council also considered Resolution 082-2024 (Updated General Borough Appointments). Councilman Vincent Silvestri said he still had questions about the resolution. A separate motion to approve Resolution 082-2024 passed on roll call with five yes votes and one no (Silvestri opposed); the roll call was recorded as: Doyle yes; Ferry yes; Graham yes; Matos yes; Silvestri no; Nowell yes.
Separately, the council approved the bill-payment list totaling $3,187,243.18 (motion by Nowell, second by Graham) on a roll call vote.
Motions and vote tallies recorded in the meeting minutes indicate broad council support for the items above; where a councilor registered opposition the roll call is noted in the record. The council adjourned and scheduled its next regular meeting for Feb. 8, 2024, at 7:30 p.m. at the Fire House, 7 Maryland Ave., High Bridge.
