Committee forwards 2025 California building standards, keeps county seismic gas-shutoff rule

The Alameda County Transportation/Planning Committee voted to forward the county's adoption of the 2025 California Building Standards (Title 24) to the full Board of Supervisors, while keeping one local requirement designed to address seismic fire risk.

Director of Public Works Daniel Wildesenbet told the committee the triennial state code update largely becomes county policy by January 1 of the adoption year, and that the county will incorporate the state's new wildland-urban interface provisions into local regulations. Wildesenbet said the county historically maintains stronger seismic provisions; specifically, new homes with gas service in unincorporated Alameda County will continue to require an automatic gas shutoff valve to reduce post-earthquake fire risk.

The committee held public comment and received none on the item; supervisors asked staff to clarify whether the shutoff valve was a state requirement. Staff confirmed the automatic shutoff is an optional provision at the state level that Alameda County has retained in its local ordinance.

President Howard moved to forward the item to the full Board for adoption; the motion was seconded and approved by the committee. Staff said the item will be placed on the Board agenda for Dec. 9 as a regular item.

Why it matters: The wildland-urban interface provisions standardize materials, defensible-space practices and fire access requirements that aim to reduce losses in wildfire-prone areas; keeping a local seismic shutoff valve requirement preserves a county-level mitigation measure for earthquake-related gas fires.

The Board will receive the ordinance packet and can either adopt the state update as recommended or request additional modifications when the item returns for full Board action.
