The City of International Falls City Council voted unanimously to approve a resolution vacating specified streets and rights-of-way within France’s 3rd Division to resolve title matters identified during a proposed sale of the South Falls Apartments.
Mayor (presiding) explained the vacation is intended to correct historical title errors where building footprints overlap alleyways or right-of-way, and said the action is a formality to clear title work so the sale can proceed. City Engineer Jason Fisher told the council the city will reserve rights for existing utilities and continued access to those easements.
"This is to approve the vacation to get the title work eventually squared away," the mayor said. Fisher confirmed the city’s existing utility rights will be retained in the recorded documents.
The public hearing for the resolution was held at 5 p.m.; no oral or written public comments were received. Councilor Buller moved to consider the resolution, a second was recorded, and the motion passed 5-0.
Why it matters: The resolution clears legal title uncertainties identified in property records and is a necessary step for the sale and future property management. The council specifically reserved utility access to allow continued municipal service operations.
What’s next: The city will record the vacation and the sale process may proceed; the engineering and legal departments will ensure utility reservations remain in place.
