During the second planning public hearing, staff described amendments intended to implement recent state guidance on urban lot splits (commonly known as SB9). "This is what we used to call or still called SB9 legislation, which results in allowing, 2 units per 1 single family lot and also allows what we call an urban lot split," staff said.
Joe Lambert explained the changes are mostly clarifying language, particularly to give the city more discretion to deny urban lot splits when a parcel is an identified historic resource. He pointed the council to a proposed edit on page 2 (section A) to remove a double negative that could be confusing; he described the edit as a minor red‑line amendment recommended by staff.
After no public comments, Mayor Yolanda Vanka moved to approve the amendment with the staff red‑line change; Mayor Pro Tem Yamaguchi seconded and the motion passed 5–0. Staff said the ordinance will be brought back for a second reading before final adoption.
Council and staff framed the changes as technical clarifications meant to preserve the city’s authority to protect historic resources while complying with state law on urban lot splits.
