Planning Commission forwards RO rezoning at 44 Old Ridgebury Road to zoning commission

The Danbury Planning Commission on July 16 issued a positive referral for a petition to rezone 44 Old Ridgebury Road from RMF4 to RO (residential office).
Planning Director Waleed Al Pacay said the four-story building on the corner lot has functioned as office and medical space since the 1980s but is legally nonconforming under current residential zoning. "RO is a perfect transition zone to allow the building as it is to be offices or residential," Al Pacay said, framing the change as a way to formalize the site's existing mix and to prevent future industrial uses that would be incompatible with adjacent condominiums.
Commissioners asked staff whether RO parcels already exist in Danbury; staff responded that there are four RO locations used as buffers in similar settings. Discussion noted the property currently houses office and medical uses, has substantial vacancy and that any future internal conversion to dwelling units would require review of parking calculations and possibly variances or special exceptions.
A commissioner moved for a positive referral and another seconded; the commission approved the referral by voice vote. The zoning commission public hearing on the petition is scheduled for July 22, 2025.
