Council liaison summarizes 2026 budgets, Arlington Road action and vape-shop moratorium

Gerard Neugebauer, the council liaison to the Planning and Zoning Commission, reported on recent City Council actions relevant to planning work.
Neugebauer said council approved both the 2026 operating budget (about $47.9 million) and the capital budget (about $24 million). Council also adopted measures related to the Arlington Road corridor, including authority to acquire necessary right of way (including a possible eminent-domain action) and retaining outside counsel for that work.
Neugebauer briefed the commission on a joint work agreement to place a prefabricated restroom facility at Creekbound Park (roughly a $450,000 project, with the city performing grading work) and announced a council resolution placing a 12-month moratorium on accepting zoning applications for new vape shops while the city studies regulation options. He said council also authorized the mayor to apply for $1 million in federal Transportation Alternatives Program funds toward a roughly $1.8 million trail extension project.
Neugebauer thanked the commissioners and congratulated Chair Christy Lidrowski on her eight years of service.
