Singh testified he will serve as on‑site manager, that the store will retain five employees who are AHPO/alcohol‑awareness certified, and that the business will use an Internet‑connected ID‑verification device to detect false identification. Lee noted the device will cost roughly $1,800 per year.
Board members questioned Singh about a past violation at JJ Liquors in Washington, D.C., which Singh acknowledged occurred more than a year earlier. Singh said the employee involved was terminated, that additional staff training and certification were implemented and that the store now uses the recommended ID‑check equipment. He also said the company plans to invest over $100,000 in improvements to the store.
Board members said corrective steps and ongoing staff certification were reassuring; after deliberation Mister Hunt moved to approve the transfer, it was seconded and the board voted to approve. The applicants waived their right to appeal.
The board’s vote allows MKSV Taj Enterprise LLC to operate King’s Contrivance Liquor and Smoke Shop under the transferred Class A license. The transcript records no additional conditions beyond standard licensing processes.
