Howard County board approves transfer for House of India liquor license

Severine D'Souza, the named applicant, testified that she has 28 years of experience in the restaurant industry and that she was previously licensed in Prince George’s County. She said she will be on site regularly, that all staff who handle alcohol will receive alcohol‑awareness training, and that alcohol will be stored behind the bar with only the manager holding a key. “She has 28 years of experience in the restaurant industry,” counsel said in opening remarks, and D’Souza told the board beer and wine are the primary sellers.
Board members questioned D’Souza about the sales mix and management presence. When asked to estimate the share of sales from alcohol, she replied that alcohol accounts for about 5–10 percent of sales and that beer and wine are the majority of alcoholic beverage sales. She confirmed planned hours of operation of roughly 11 a.m. to 9 p.m. on weekdays and extended hours on weekends as business permits.
During deliberations board members cited the applicant’s experience and the continuing staffing at the location as reasons to support the transfer. A motion to approve the transfer was made and seconded; the board’s vote was recorded in the affirmative and the applicant waived her right to appeal.
The board’s approval allows Trinity Hub LLC to proceed with operating the business as House of India under the transferred Class B license. No conditions or sanctions were recorded in the hearing minutes.
