MCPS Chief Financial Officer (identified in the record as Ivan Alfonso Windsor) said the district drew $10 million from its current fund balance and proposed shifting $7 million originally targeted for an employee benefit plan to address immediate special-education needs. He said monthly financial reports project a $2 million deficit assuming approval of the $17 million appropriation and described district spending restrictions underway.
Council Chair Jawando framed the measure as a response to what she called an "emergency of special education," citing rising costs and growing caseloads and noting that federal proposals could reduce supports to families and students.
The committee took no roll-call vote; Chair Jawando said, "without objection, we will move this to full council," and the item was advanced for consideration by the full council.
What happens next
The appropriation will appear on the County Council agenda for final consideration. MCPS officials said the request covers current-year salary and contracted-service needs, not an expansion of services. If approved, MCPS staff projected the district's operating report would move from a larger projected shortfall to a narrower deficit, but officials emphasized the ongoing need for staffing investments and long-term budget solutions.
