For those reasons, she said operational leadership is the primary gap the department now needs to fill.
Committee members asked for clarification and expressed support for the director’s rationale; one council member thanked Director Roper personally and said she was comfortable with the change. With no further questions, the Chair said the committee will recommend Bill 17‑24 to the full council for approval.
