Council unanimously approves two supplemental appropriations for HHS totaling $521,087

The Montgomery County Council voted unanimously on Jan. 21 to approve two supplemental appropriations totaling $521,087 for the Department of Health and Human Services.
The first resolution (25‑34) provided $332,000 from the county's general fund undesignated reserves to the Care for Kids program to support projected enrollment of more than 12,000 additional children and to cover projected shortfalls in primary‑care budget items including dental, behavioral health and pharmacy services. The Council received a unanimous joint committee recommendation before the vote.
The second resolution (25‑35) authorized $189,087 from general fund undesignated reserves to fund 11 infrastructure positions within HHS. Councilmembers said department officials explained the cost will be fully offset by additional Medicaid and federal participation revenue generated by expanded billing activities. The council approved the measure unanimously and asked HHS for a report back after the positions are filled to confirm the revenue offsets materialize.
Councilmembers emphasized oversight and accountability. During committee discussion the council requested a post‑hire report showing the revenue generated by the new positions and whether that revenue covers the added personnel costs. Council President (speaker 1) and members cited the joint committee review and HHS testimony in support of the actions.
Both measures were introduced in the joint Government Operations/Fiscal Policy and Health & Human Services committee and carried to the full council with committee recommendations.
The appropriation approvals take immediate effect and will be reflected in the FY25 operating budget amendments.
