Public Safety Chair Mister Debitis presented 2026‑R19 on April 28, a resolution authorizing the City of Green to enter a community corrections services agreement with Orianna House Incorporated and declaring an emergency for a retroactive period from Jan. 1 through Dec. 31, 2026.
Chair Debitis characterized the measure as routine housekeeping: the city is required to fund work release, halfway house and home incarceration services when municipal ordinance violators are sentenced to such programs and Orianna House provides those services. Director Goodrich supplied the most recent expenditure history: $0 in 2022; $408 in 2023; $626 in 2024; and $1,169.76 in 2025. Goodrich also said there is a current bill from Orianna for $232 that will be paid once the agreement is executed.
Committee members agreed the item was nominal in cost and concurred to bring the resolution forward for second reading and a council vote that evening.
No substantive amendments or objections were recorded in the committee; staff and members treated the item as a standard annual contract to ensure available services for municipal cases.
