Chair Mister Noble described the Southwood Drive Phase 2 plat as an approximately 800‑foot extension that will connect the Jacobs Ridge/Spring Hill area to Tabs Drive and improve traffic flow off Betler Road and the Betler Road corridor. Planning staff (Mr Weethy) said no formal traffic study was completed for this specific segment; the extension has been on the books for roughly 15 years and staff hope to open the road before year‑end.
Committee members asked about coordination with the longer, two‑season Arlington Road corridor project. Staff said Southwood’s schedule should provide relief during the second season of Arlington construction. Engineering staff confirmed an 80‑foot‑wide right of way and a boulevard‑style design for the new segment.
Separately, the committee reviewed 2026‑R20, a resolution awarding a construction contract to Kavanaugh Building Corporation for Southwood Drive Phase 2. Staff reported four bids all under the engineer’s estimate; the apparent low bid was $1,227,596 (engineer estimate $1,729,507.76). Committee members noted some legislation on these projects did not explicitly show contingencies and asked administration to check and report back before final action.
The committee said it would ask for time on the regular council agenda so members can vote after contingency and appropriation details are confirmed.
