Johns Creek to post park signs allowing class 1 e-bikes and expand education while drafting regulations

Assistant City Manager Haggard briefed the council on two parallel efforts: a targeted public education campaign (safety compliance, "know before you buy") and a staff review of possible code updates defining e-bike classes, permitted locations for each class, and potential age, helmet and licensing requirements.

Staff recommended installing signs in city parks clarifying that class 1 pedal-assist e-bikes are permitted in parks while class 2 and 3 are not, and to accelerate social-media messaging on safety and liability. The police and communications teams plan near-term messages (for example, "class 1 = bike, class 3 may be treated more like a motor vehicle in some contexts") while reserving fully detailed regulatory guidance until the council decides on code changes.

Council members emphasized public-safety messaging and noted liability questions for parents and owners; members urged staff to begin posting signs and rolling out interim education as soon as possible. "Until you have regulations in place, there is no enforcement mechanism we can do," one councilor said, but the mayor and others agreed that clear signs and outreach are an appropriate short-term step.
