Director Erica (Parks) summarized the Parks Without Borders memorandum of understanding with Alpharetta (in place since 2016) and said staff explored adding recreational football and cricket to the MOU and an auto-renew option. She reported that league rules (Cobb Football League) generally prevent out-of-district registrations when a resident's district fields a team, which staff said limits the risk that Johns Creek players would register for Alpharetta programs if a Johns Creek team can be formed.
Several council members supported renewing the agreement but asked for a verification process to confirm addresses on rosters and prevent nonresident abuse. Councilors suggested requiring address checks (driver's license, school ID or similar) and asked staff to report how Alpharetta or neighboring cities handle verification. One councilor proposed a one-year agreement with up to four one-year renewals and a check-in at year two instead of an automatic four-year extension.
The council asked staff to coordinate with Alpharetta, provide comparative verification procedures, and return additional information for the January 12 council meeting. Staff said Alpharetta planned to consider the MOU on its January schedule and the Johns Creek packet can be updated with Alpharetta's response.
