High Bridge council unanimously approves consent agenda, bill list and collective bargaining agreement

The Borough of High Bridge council met Oct. 9 at the Fire House and approved a consent agenda of municipal resolutions, adopted the bill list totaling $443,077.80 and authorized a collective bargaining agreement with Teamsters Local 469 supervisors.
Attorney Wendy Quiroga told the council the borough is preparing a response to a request for clarification from the New Jersey Fair Share Housing Center and is coordinating with the borough planner on next steps.
The consent agenda approved by motion (moved by Councilman Nowell, seconded by Councilman Doyle) included a series of administrative and grant-related resolutions: Resolution 252-2025 (appointment of school crossing guard Ainsley Hart); Resolution 253-2025 (authorizing a change of utility program); Resolution 254-2025 (authorizing professional services for a FY2026 Local Transportation Projects Fund grant application for Dewey Avenue sidewalk infrastructure improvements and roadway resurfacing); Resolution 255-2025 (authorizing Borough event "Main Street and Beyond" business contest); Resolution 256-2025 (Chapter 159 entry for 2018 Safe Routes to School High Bridge Downtown Connection Phase 1 construction and construction management/inspection services); Resolution 257-2025 (Chapter 159 - Hunterdon County Law Enforcement Grant); Resolution 258-2025 (Chapter 159 - Recreational Improvement Grant); Resolution 259-2025 (Chapter 159 - TAP FY23 Bridge Street); Resolution 260-2025 (authorizing an agreement to provide emergency medical services and use of the borough’s emergency services building); Resolution 261-2025 (authorizing Recreation Improvements 2026 Grant – Union Forge Park); and Resolution 262-2025 (authorizing the mayor and clerk to execute a Federal Aid Cost Reimbursement Agreement with NJDOT for the 2018 Safe Routes to School High Bridge Downtown Connection Phase 1).
Council also approved the bill payment list totaling $443,077.80 on a roll-call vote (Conroy, Doyle, Ferry, Hamlin, Matos and Nowell recorded as yes). The motion to approve the bills was moved by Councilman Nowell and seconded by Councilman Doyle.
The council moved into executive session for legal advice related to the personnel policy manual and collective bargaining with the Teamsters Local 469 Supervisors Unit (Resolution 263-2025). After returning to open session, the council moved to amend the agenda and approved Resolution 264-2025, authorizing and executing the collective bargaining agreement between the Borough of High Bridge and the Teamsters Local 469 Supervisors Unit. That motion (Nowell/Doyle) passed on a roll-call vote with Conroy, Doyle, Ferry, Hamlin, Matos and Nowell recorded as voting yes.
There were no public comments during the designated public-comment periods. The meeting adjourned following unanimous approval of the final procedural motions; the next regular council meeting is scheduled for Oct. 23, 2025, at 7:30 p.m. at the Fire House, 7 Maryland Ave., High Bridge.
