Harvey Cedars authorizes shared-services agreement with Ocean County for DWI and drug-recognition enforcement programs

Harvey Cedars, N.J. — The Harvey Cedars Board of Commissioners on Nov. 17, 2025, adopted Resolution #2025-125 authorizing the Mayor and Municipal Clerk to execute shared-services agreements with Ocean County for the Driving While Intoxicated Enforcement Program (DWIEP) and the Drug Recognition Expert Callout Program (DRECP).
The resolution cites the Uniform Shared Services and Consolidation Act (NJSA 40A:65-1 et seq.) as authority to enter into mutual-service agreements when approved by resolution. The agreements, which the resolution states are funded in part by the State of New Jersey and Ocean County, cover the assignment of borough police officers to DWIEP and DRECP callouts and are effective Oct. 1, 2025 through Sept. 30, 2026.
Commissioner Paul G. Rice moved adoption and Commissioner Joseph F. Gieger seconded. The recorded vote on the agenda shows Mayor John M. Imperiale and both commissioners voting to adopt the resolution.
The resolution directs that copies of the executed agreements be kept on file in the Municipal Clerk’s office. The minutes do not detail operational schedules, officer assignments, or costs beyond the statement that the programs receive funding from the State and County.
