Patagonia planning panel recommends approval of three RV sites at 126 Harshaw Ave with conditions

The Town of Patagonia Planning and Development Committee voted unanimously on Sept. 10, 2024 to recommend that the Town Council approve a use permit to place three recreational-vehicle (RV) sites on vacant land owned by Scott Ramsey at 126 Harshaw Avenue.
Chairperson Steve Finch opened the public hearing and read a letter from adjacent property owners Mark and Denise VanArtsdale asking that access for RVs be routed via Duquesne Avenue, that any permits be limited to long-term rentals, and that permit conditions address sanitation risks associated with flooding. Residents Paulette Gatlin and Amy Krug told the committee they were concerned about increased traffic and safety near the site.
After discussion, the committee approved a motion to forward a recommendation of approval to the Town Council with the following stipulations: the applicant must obtain a Town of Patagonia building permit for any property alterations requiring such a permit and comply with local building codes; apply to the Town Manager for signage approvals; obtain and maintain appropriate business licenses; limit rentals to long-term stays longer than 30 days; and size spaces to conform with Patagonia Town Code 15-10-2. The motion was made by Chairperson Steve Finch, seconded by Patrick O’Neal, and carried unanimously.
The committee’s action is a recommendation to the Town Council; the Council will make the final decision on the use permit. The committee’s minutes note no changes to the stipulations beyond those listed above.
The committee also recorded an earlier, related procedural update: Town Manager Ron Robinson said Mr. Bloomquist’s representative, Jon Tate, had withdrawn a separate request to re-subdivide parcel 106-29-013C that had been tabled from the Aug. 6 meeting.
Next steps: the committee will forward its recommendation and stipulations to the Town Council for final consideration at a future council meeting.
