Danbury City approves $500,000 sole‑source contract for 2027 revaluation

Danbury City’s Board of Awards voted Wednesday to award a $500,000 sole‑source contract to Equality Valuation Services to provide technical assistance for the city’s 2027 property revaluation, Purchasing Agent Chipotle said.

The proposal, dated May 28, 2026, was presented by the purchasing agent as a sole‑source request. “This is to provide the subject services in the total amount of $500,000,” Chipotle said. The justification submitted with the proposal states that Equality operates the city’s existing camera system, which the assessor’s office uses in valuation, parcel history and permitting workflows, and that Equality is the sole developer of that system.

Tax Assessor Donna Murphy moved to award the work to Equality Valuation Services as a sole‑source contract, contingent on execution of an acceptable agreement; Finance Director Dan Garrett seconded the motion. Murphy stated the award was made for the reasons indicated in the submitted sole‑source justification. The motion carried unanimously.

City officials told the board Equality provided the same charge for the 2022 citywide revaluation and has preexisting integrations with Danbury’s valuation models and GIS layers; the purchasing agent said switching vendors would require replacing the camera system and rebuilding integrations, causing additional cost and operational disruption during the revaluation cycle. The board recorded the proposal date and the sole‑source justification in the meeting record.

The contract award is contingent on execution of an acceptable agreement. The board proceeded to the next agenda item after the vote.
