City warns electric-aggregation rate (4.9¢/kWh) runs through May; officials expect higher prices afterward

City energy staff updated the intergovernmental and utilities committee on the status of Green’s electric-aggregation program on Feb. 11.
Director Carr (S15) said the city’s contract with Energy Harbor (listed as Vistra following a corporate name change) delivers a 4.9¢ per kilowatt-hour aggregation rate through May 2025. She told committee members the administration will be meeting its broker the next day to negotiate a new price and that market conditions make increases likely. "I would guess somewhere between 6¢ a kilowatt to 7¢ a kilowatt," Carr said as a planning estimate for post‑May pricing.
Carr advised residents who are currently in the aggregation to do nothing immediately — they will receive notice and can choose to stay at the new aggregation rate or shop independently — and encouraged anyone not in the aggregation to compare offers using an apples‑to‑apples comparison. Officials also discussed ZIP-code enrollment anomalies that had excluded some households from aggregation and said they are working with the utility to correct those listings.
Committee members asked the administration to publish clear guidance for residents and include an explanation in city newsletters and on the website; Carr said staff will coordinate with communications to prepare outreach materials ahead of May.
