Vienna council certifies closed sessions and appoints two residents to town boards

At its Feb. 3 meeting the Vienna Town Council certified that it had held closed sessions earlier in the evening under Virginia statutory provisions for personnel matters and the disposition of real property and adopted the required certification resolutions.
Council member Baldwin moved to certify that a closed session was held on Feb. 3, 2025, citing Virginia Code language read into the record; the council voted unanimously to adopt the certification resolution and to continue a closed session later that evening and again on Feb. 24, 2025 at 6:30 p.m. for personnel and property negotiations.
As part of the personnel-item actions, the council voted to appoint Ellen Shelley to the Board of Architectural Review for a two-year term effective Feb. 4, 2025 through Feb. 4, 2027, and to appoint Gulu Gambier to the Bicycle Advisory Committee for a two-year term with the same effective dates. Council member Baldwin made the motion to appoint; the motion was seconded and the clerk polled the council with each member responding 'Aye.' Mayor Colbert announced the appointments.
The council also moved to continue the closed-session certification and to direct the town clerk to execute certification resolutions consistent with the statute-language read into the record. No substantive details from closed-session deliberations were disclosed during the public meeting beyond the statutory certifications and the appointments.
