High Bridge council adopts CAP ordinance, updates ethics code and approves contracts and grants

At its Feb. 22 meeting the council adopted Ordinance 2024-008 (Appropriations CAP) 4–2 and Ordinance 2024-009 (ethics board amendments) unanimously, approved a consent agenda and ordered payment of $947,221.92 in bills; the council tabled acceptance of a $26,550 historic-trust award for further review and authorized a contract for 100 West Main Street after an executive session.
The Borough of High Bridge council moved through a series of formal votes at its Feb. 22 meeting, approving spending, amending local code and authorizing a contract for downtown development.
The council opened and adopted Ordinance 2024-008, described as an Appropriations CAP Ordinance intended to provide budget flexibility. The vote to adopt passed 4–2: Councilmembers Doyle, Graham, Silvestri and Nowell voted yes; Ferry and Matos voted no. During the public hearing several residents opposed raising the CAP, while supporters said flexibility was needed for municipal operations.
Council also opened and unanimously adopted Ordinance 2024-009, which amends Borough Code Chapter 33 concerning the local Ethics Board; Attorney Barry Goodman explained the ordinance’s intent during the hearing.
On the consent agenda, the council approved a set of resolutions (092–096, 098 and 100) covering items such as personnel actions, a professional-services contract with Ruderman & Roth LLC, and an award of contract for a sewer fence. Resolution 097, authorizing Local Recreation Improvement Grant FY2024 work on a park, was approved separately. Councilwoman Matos requested tabling Resolution 099 — acceptance of an award from the New Jersey Historic Trust for $26,550 for the Taylor Wharton and Steel Company Historic District application — to the next meeting; the motion to table passed 6–0.
The council approved the bill payment list totaling $947,221.92 on a unanimous roll call.
Following an executive session on contract negotiations for 100 West Main Street (Resolution 101-2024), the council returned to open session, amended the agenda, and approved Resolution 102-2024 authorizing the Mayor to sign a development contract for 100 West Main Street. That motion passed 6–0.
The council adjourned and scheduled its next meeting for March 14, 2024 at 7:30 p.m.
