Loris council adopts hazard mitigation plan, approves multiple ordinances and pledges CDBG match

At its June 1 meeting the Loris City Council unanimously approved the Horry County Multi-Jurisdictional All Hazards Mitigation Plan, agreed to a 10% matching commitment for a stormwater CDBG application, advanced two ordinances on rezoning and cable franchise (second readings), and gave first reading to the FY2026-27 budget and a water/wastewater fee schedule.
Loris City Council members unanimously adopted Resolution 06-26 on June 1, 2026, making the city a participant in the Horry County Multi-Jurisdictional All Hazards Mitigation Plan. Planning and Zoning Director Meredith Holmes told council that the plan's state and FEMA approvals and Horry County's adoption improve the city's eligibility for flood mitigation and resilience grants.
The council also approved Resolution 05-26, under which the city commits to provide a 10% local match if it is awarded a Community Development Block Grant for stormwater and drainage improvements. Interim Administrator Angel R. Neighbours explained the match requirement as part of the grant application process.
On ordinance business, council approved second reading of Ordinance 02-26 to rezone approximately 0.56 acres on the northwestern side of Sanderson Street from R-1.4 to R-1.5 (PIN 176-15-03-0038); Councilwoman Tonya F. Sykes moved the motion, seconded by Joan S. Gause. Council likewise approved second reading of Ordinance 03-26, which sets a franchise fee rate and other requirements for cable-service providers seeking state-issued certificates of franchise authority (motion by Councilman Lewis C. Hardee, seconded by Carroll D. Padgett).
Council voted to give first reading to Ordinance 04-26, the fiscal year 2026-2027 budget; Mayor Michael E. Suggs noted a public hearing and second reading are scheduled for June 29, 2026. The body also advanced Ordinance 05-26 (a schedule of water and wastewater fees and charges) on first reading; Mayor Suggs said user rates would not change and the measure affects impact fees only.
All motions on the measures above passed by the recorded vote of the mayor and members present (Mayor Michael E. Suggs; Councilmembers Andrea L. Coleman, Joan S. Gause, Lewis C. Hardee Jr., Carroll D. Padgett Jr., and Tonya F. Sykes); Councilwoman Kelli D. Gerald was absent.
What happens next: The budget ordinance (Ordinance 04-26) will return June 29 for a public hearing and second reading. If the city's CDBG application advances, the 10% match described in Resolution 05-26 would be required if the grant is awarded.
