Council approves bid waiver to buy prefabricated concrete restrooms for Smith Park, Butternut Hollow and Harbor Park

The Common Council voted to waive formal bidding and authorize the purchase of prefabricated concrete restroom facilities from United Concrete for installation at Smith Park, Butternut Hollow and Harbor Park. Council members and public-works staff clarified that the immediate need covers Smith Park and Butternut Hollow while Harbor Park was described as an anticipated future need; the fiscal impact will be borne by the parks bond as described in the resolution.

The waiver reflects the sponsor's statement that the specialized concrete construction is offered exclusively by United Concrete and that similar facilities already exist at other city sites. Several council members questioned how additional locations would be financed; the group agreed to delete catch-all language that would have allowed future unspecified municipal locations and instead specified the three named parks.
