Middletown council approves LOSIP grant application, emergency repairs and budget adjustments

At its Feb. 2, 2026 meeting, the Middletown Common Council approved several appropriations and authorized a grant application intended to fund immediate infrastructure and personnel costs.
The council authorized Mayor Eugene Nocera to sign and submit an application to the state of Connecticut for a $300,000 Local Capital Projects Improvement Program (LOSIP) grant to procure and install a transfer switch and generator for the police headquarters; the item will create a new line in the capital improvement plan for the MPD transfer switch installation at $300,000.
Separately the council approved a reduced emergency public-works appropriation to cover immediate repairs at 17 Miller Street and the Odd Fellows Playhouse at 120 Washington Street. Public works staff calculated combined costs of approximately $43,480; Rohan Manning of the Public Works Department provided the accounting and clarified the amounts on the record.
Members also approved amendments to other appropriations: the police salary-reserve appropriation was adjusted to $489,000 for contract-related salary changes, and the fire department received a $350,000 appropriation from fire-fund balance to cover current and projected overtime for fiscal year 2025–26. A $7,500 human-resources appropriation to cover UPSU contract arbitration was approved. The Board of Education roofing request for Spencer and Wesley schools was not acted on at this meeting and was set for later consideration.
Council members recorded motions and votes for each item; the motions to approve the listed appropriations carried with the votes captured in the public record. Council members noted a remaining balance of approximately $6,500 that will be brought forward separately to cover an additional site (Trips Road).
