Chula aldermen approve water‑tower specs, authorize fees for records request and order code enforcement

The Chula Board of Aldermen met in a special session on Feb. 26, 2025, at the Chula Community Center and voted unanimously on several procedural and enforcement actions.
Alderman Kyle Gramenz moved to approve the meeting agenda; Alderman Randy Hamilton seconded and the motion carried 4-0. Shortly afterward Alderman Geremy Bru moved that the board enter closed session for personnel matters under RSMo 610.021(3) at 7:37 p.m.; the roll-call vote was 4-0. The board reconvened and voted 4-0 to leave closed session at 7:50 p.m.
The council approved specifications for painting the city water tower, amending the specs to add Alderman Benny Simpson as the contact person and to correct City Clerk Ann Hamilton’s email address. The motion to accept the specs was made by Alderman Geremy Bru and seconded by Alderman Kyle Gramenz; it passed 4-0.
City Clerk Ann Hamilton told the board the city had received a letter from the Missouri Department of Natural Resources containing test results; she said she would send a copy of that letter to "Mr. Murphy." The board also addressed a Sunshine Law records request submitted by Richard Orona. Alderman Kyle Gramenz moved — and Alderman Randy Hamilton seconded — to charge Orona for staff time and copies related to the request; the board voted 4-0 to approve charging for the request and directed the clerk to send the response letter by certified mail.
On code‑violation enforcement, Alderman Geremy Bru moved to begin enforcement activity focused initially on unlicensed vehicles; Alderman Benny Simpson seconded and the motion carried 4-0.
Alderman Kyle Gramenz said he will be working night shifts for the next 90 days and may miss some weekday meetings; the board agreed that it could meet on Friday nights if Gramenz could not secure the meeting date off. The next regular meeting was set for Monday, March 17, 2025, at 7:00 p.m.
With no further business, Alderman Geremy Bru moved to adjourn at 8:05 p.m.; Alderman Kyle Gramenz seconded, and the motion carried 4-0.
