Clarkson Valley OKs mutual aid agreement with neighboring cities for emergency response

Bill No. 0579 authorizes the city to enter a mutual aid agreement for emergency response and assistance with the cities of Ballwin, Brentwood, Chesterfield, Clayton, Des Peres, Ellisville, Frontenac, Ladue, Manchester, Maryland Heights, Olivette, O'Fallon, University City, Valley Park and Wentzville. City Administrator Megan Eldridge read the ordinance before discussion.
During the meeting, aldermen discussed how the agreement would operate, whether civilians could serve as volunteers, interactions with existing fire-district mutual aid, and the role mutual aid can play in qualifying for federal and state reimbursement after disasters. Members also raised questions about applying mutual aid to privately owned streets and neighborhoods and noted that the contract authorizes the mayor and city administrator to execute and pay under the agreement.
The measure passed on a unanimous roll call. Alderman Andrew Low made the motion to approve the consent agenda earlier in the meeting; the mutual aid ordinance itself was read twice and approved by vote (Yes: Low, MacDonald, Birkel, Midyett, Nuelle, Schweig).
The ordinance establishes a framework for reciprocal assistance in emergencies and administrative steps for the mayor and city staff to implement the agreement.
