Chaffee council adopts open-burning amendment, OKs highway agreement and caps city contribution for Smoking Brothers project

The City of Chaffee council on Nov. 4 adopted two ordinances, authorized work on a lift-station pump, approved select building permits and set a $10,000 cap on city-funded work tied to a private development.
Council members carried Bill No. 2024-06 (Ordinance No. 210.730), an amendment to the city’s regulations on open burning, following first and second readings by title and a roll-call motion. City Attorney Scott Horman presented the ordinance; Council Member Eric Seyer moved adoption and Danny Finley seconded. The measure passed on a council poll and was recorded as "motion carried."
The council also passed Bill No. 2024-07 (Ordinance No. 100.2407), authorizing the mayor to execute an agreement with the Missouri Highways and Transportation Commission. The ordinance received first and second readings by title, was discussed, and was adopted after a motion by Eric Seyer and a second from Danny Finley.
Mayor Steve Loucks introduced Ryan Eftink, who clarified requests related to Smoking Brothers. Council Member Steve Milz moved — and Andy Sadler seconded — a motion to cap the city’s expense for requested water service, street, driveway, sidewalk and parking-area work for that project at $10,000. The motion carried.
On infrastructure maintenance, the City Administrator reported a failed pump at the Hwy 77 lift station and presented estimates from Sewage Pump Solutions. Council approved a combined approach to rebuild the old pump, purchase a new pump and repair related rails and infrastructure on a motion by Ron Davis, seconded by Andy Sadler; the motion carried.
On permitting and routine business, the council approved minutes from the prior meeting and accepted the October 2024 Collector’s Report. Building permits were reviewed: the council approved a home addition permit for Katie Brunner at 429 W. Parker and tabled action on a new-home permit for Eddie and Jenelyn Martin at 320 E. Davidson pending additional information. The clerk presented vendor invoices including MFA Oil for $1,069.42 and Republic Services for $16,477.23; the council moved to pay the bills.
Police Chief Sullivan notified the council that Officer Kevin White has resigned; no further personnel action was recorded in the minutes. Council Member Eric Seyer reminded attendees that the municipal election is April 8, 2025, and that candidate filing opens Dec. 10, 2024, and closes Dec. 31, 2024.
The meeting adjourned with minutes signed by City Clerk Barbara K. Doan and Mayor Steve Loucks. The minutes note they have not yet been approved by the council.
